General Position Definition RE

Real Estate (RE) manages the Group’s Real Estate portfolio, Shell Business Operations and Corporate Travel programme. Strategic intent is to enable Shell Businesses to deliver on their goals by creating safe, secure, and productive environments that allow people to perform at their best.

General Position Definition Department

Within RE, Shell Business Operations (SBO) is a well-established and professionally managed platform that has 17,000 FTE’s working out of 5 locations. SBO delivers value to the Group by leveraging operational excellence and improved business outcomes through consolidated operations. The momentum of consolidation will continue to be sustained by a common infrastructure model providing a proven, differentiated foundation to support new activities. Success lies in maximising SBO operations by identifying suitable additional scope, to realise the best possible value for the Group.

Purpose & accountabilities

The HSE Manager will be accountable to the Site LT for driving the continuous implementation and improvement of HSSE across the SBO Bangalore.
This role drives a strong HSSE agenda at site for Facilities, Road Transport, Contractors , Food & Drinking water management , Sustainability , Asset protection etc.
Coach Site leadership, role model and encourage role modelling of visible HSSE leadership across all SBO Bangalore sites.
Develop, manage, and implement HSSE MS and HSSE improvement plan considering Site specific risks and requirements.
Provide guidance regarding interpretation of Health, Safety & Environment Legal requirements for site Operations to ensure compliance.
Support the implementation of Shell HSSE programs including Safety Refresh activities –IOGP LSR , Worker Welfare, Frontline work execution, Fair event handling, Incident Investigation and Learn, Contractor Safety
Achieving excellent HSE performance data reports in SBO centre with contribution to HSE Team.
Partner with the Contract Owners/Holders and Contract Management Teams to ensure HSE requirements are effectively and efficiently implemented into contracted activities
Implement contractor HSSE management to ensure contractors scope is consistently executed in line with the Shell’s Contractor Safety Management through ARIBA and Contractor capability assessment.
Review HSSE improvement program for all high and medium risk contracts.
Developing HSSE procedures and HSSE alerts relevant to SBO Bangalore activities.
Providing in-house training for the site employees and specific key customers in key HSSE topics
Providing support to the Site team in achieving and maintaining their HSSE competencies
Conducting trend analysis of incident data on periodic basis to determine focus areas for incident prevention
Maintaining site HSSE action tracking and register.
Actively promoting and sustaining HSSE culture by owning and implementing the annual HSE plan in areas of assurance, developing competences and staff behavior to achieve “Goal Zero”.
Delivering HSE priorities related campaigns and comms to staff and supporting the user groups from HSE aspects in setting up their business with a Risk based approach
Participating in HSE workplace inspections, behavioral-based observations, and management system audits to assist line management in identifying non-conformities and deficiencies related to the HSSE aspects of work activities.
Developing internal HSE regulations, instructions and Policies and coordinating delivery of the Site Health, Safety, Security & Environment (HSSE) Plan, action items and Leading Indicators
Supporting implementation of Shell’s HSSE standards / Control Framework, MOC,PTW,ERP, Driver Safety etc.
Supporting in completing incident reporting and investigations, inclusive of Causal Learning / WHY-WHY analysis etc to set the ALARP and follow-up actions through Sphera with no overdue action.
Developing yearly analysis on HSE conditions and contributing to company’s development plans by recommending HSE improvements in the existing or new work processes, including ergonomics design.
Training, coaching and selectively participating in HEMP, JHA, Safety Inspection, Safety Audit to support the business.
Supporting facility team in development & implementation of Safe, reliable employee transport facility.
Driving ongoing training & assessment of driver training on Shell defined DDT.
Participating in HSE hazard identification and risk analysis process.
Maintaining and updating of HSE risks analyses.
Informing the employer about the identified hazards and actions towards mitigating or/and eliminating the risks.
Cooperating with internal and external parties, including the occupational health specialist, Labor Inspection and an accredited laboratory to ensure:
appropriate HSE trainings and medical check-ups; harmful factors measurements; continuous improvements of working conditions
Conducting induction HSE trainings.
Ensuring proper awareness, trainings and preparedness of Care-Champions, Fire Wardens and First Aiders
Cooperating with Asset Protection Manager and security services in ensuring a proper level of emergency preparedness of the company.
Ensuring compliance with the group incident reporting process and other HSE data management.
Cooperating with Shell HSE global network for group HSE Management System implementation, projects and experience sharing.
Implementing of Corporate Social Responsibility projects to ensure that Shell Social Performance is appropriately managed.
Leading global projects within virtual teams e.g. standardization of HSE induction training, evacuation procedures, HSE video briefing.
Managing the area of HSE, where good persuasive skills are required to achieve compliance with requirements,
Maintaining good cooperation with various stakeholders: leadership team including managers in senior positions, managers, employees to ensure high engagement and alignment on actions addressing the SBO Bangalore population
Effectively influencing hearts and minds of over 5000+ people, promoting resilience and be-well initiatives; supporting in operationalizing the ergonomics and workplace accessibility programs.
Building HSE culture among staff and contractors in the fast-growing community with multiple cultures and generations.
Managing project teams (incl. virtual) with no formal direct line responsibility.
Leading assessments of situations utilizing available resources, extracting relevant data from available insights to identify root cause and recommending solutions to achieve Goal Zero.
Providing assurance that all service providers have adequate HSE controls in place.

 

Dimensions

Site: Shell Business Operations Bangalore

4 offices, currently 5000+ FTEs and 5000 + contractors on a 24/6 basis.
Managing employees with no direct line responsibility: Fire Wardens and First Aiders– 120 employees; Be-well Ambassadors – 20 employees; HSSE Focal points – 20 employees; Care Champions – 40 employees; contractors: Compass, Security, FM Desk.
Supporting Facilities Manager in managing HSE compliance of 3rd party contractor Global Facility Management (GFMP) (150+ contractors and 10 Building Team), transport operators with 120 vehicles for 24/6 operations employees manage ~800 visitors annually. (Contractor Drivers 100+ and 4 Admin Contractor Staff) and two 24/5 cafeteria/food operators (50 Cafeteria Staff)
Budget management: annual budget/Opex: 350K USD
Key Stakeholders: SBO GM, SBO Centre Leadership Team, Global SBO HSSE network, RE Regional HSSE Manager, SBO HR Manager, SBO senior leadership team, over 400 supervisors, RE HSSE, Shell Health, Local government / regulatory authorities.
SBO Bangalore Business Partners: IDT, IT Engineering, CIO , IDSO, HR, etc.
Part of global SBO HSSE network comprising of 5 SBO Hubs (Chennai, Krakow, Manila, KL, Bangalore)

 

Skills & Requirements

University Degree/bachelor’s degree/Graduate in Engineering with 10+ Years of industrial /project management / HSE experience.
Knowledge in applying risk-based safety management principle.
Good communication and presentation skills in English and local languages (training / experience).
Demonstrated capacity to intervene.
Familiarity with local legislative framework.
Ability to write and review technical documents; present information clearly & succinctly in a logical manner (training and / or experience).
Read & Write knowledge of local language preferable.
