Role Summary:

Responsible for providing strategic and dynamic leadership for HSE across all areas of DMCC, DGCX, DMCC Commodities Centre, DTTC, DMCC Projects and the DMCC Free zone /Master Community.

Develop and implement an HSE management structure and foster best practice across DMCC, DGCX, DMCC Commodities Centre, DTTC, DMCC Projects and the DMCC Free zone /Master Community ensuring compliance with all current HSE Legislation, Regulations and International best practice.

Working proactively with all Executive Directors, Head of Departments, Directors and Senior Managers, to establish and maintain a programme of continual improvement in the management of HSE within their areas of responsibility.

Provide clear direction and leadership for the development of a safe working environment for employees both internal and external, whilst implementing first class standards on in DMCC, DGCX, DMCC Commodities Centre, DTTC, DMCC Projects and throughout the DMCC Free zone /Master Community

Responsibilities

Lead, develop and implement the HSE strategy and objectives to align with the company’s aims and objectives.
Implement change for DMCC operational HSE control under a corporate umbrella to enable HSE system implementation.
Develop, implement and maintain the DMCC HSE Strategy, Policy and Management Procedures.
Continually develop and improve the management of DMCC HSE, providing leadership and direction, whilst engaging Executive Management, staff and stakeholders.
Maintain leading technical knowledge and awareness, provide expert advice on all HSE legislation to the CEO, Executive Directors and Department Heads.
Plan and develop all processes, policies and systems to enable the business to adequately discharge their statutory duties and responsibilities.
Perform additional duties within the scope of the position as required by the CEO and Executive Directors.
Chair the DMCC HSE Committee and provide recommendations to the CEO and Executive Directors.
Lead the DMCC crisis management team with Group Security.
Investigate Accidents/Incidents, identify trends and recommend corrective, preventive measures and lessons learned to the CEO and Executive Directors.
Implement and maintain a positive HSE culture throughout DMCC, DMCC Projects and the DMCC Free zone / Master Community.
Establish strategic training initiatives both internal and external as required to maintain a positive HSE culture.
Identify and set performance metrics and objectives for DMCC HSE in individual departments and for individuals themselves based on appropriate proactive and reactive measurement standards.
Create on going initiatives to enable DMCC to be at the forefront of HSE and recognised globally.
Manage budgets in accordance to the Master Community Service Charge and Asset Management.
Prepare monthly statistical reports to be presented to the HSE Committee and submitted to the CEO and Executive Directors.
Produce blogs and information for the DMCC website HSE Page and in other publications as required.
Undertake continual professional development to obtain professional excellence.
HSE pre-qualification of all consultants/contractors at tender invitation stage.
Implement Project HSE Key Performance Indicators.
Give direction and advise DMCC Executive Director of Property / Project Directors /Project managers for all areas of HSE on projects.
Participating as the client in a pre-start HSE review with the Vendor’s, Consultants and Contractor’s management to remove any uncertainty/differences between DMCC Requirements and the Vendor’s, Consultants/Contractor’s HSE Plans.
Liaise with Consultants/Contractors management to ensure full understanding and communication of all HSE issues impacting on project management activities.
Leading and giving direction as the client and participating in management HSE project visits.
Leading all major accident and incident investigations as the client where applicable.
Interviewing and approval of key Project Management HSE personnel from the consultant/contractors.
Issue stop work prohibition notices
Review approve Consultants/Contractors HSE Management Plans and Key Project documentation.
Arrange and lead on all Project HSE Management Inspections.
Provide strategic Leadership and Direction to the Master Community Managing agent as a direct report to enable successful HSE management in all areas within the Master Community.
Deputise for the Head of Assets fulfilling his roles and responsibilities in his absence and when required.
Set KPI’s and objectives for the Master Community Managing agent to achieve HSE excellence within the Master Community.
Liaise with Owners associations and attend board meetings when required.
Give direction and advise Sub-Developers to continually improve the HSE performance and achieve zero fatalities on sub-developer projects.
Assist in the implementation of HSE into Asset Management / GIS systems.
Issue Fines / Prohibition Notices / Warnings / Correspondence as the Free zone Authority and Master Community Developer.
Give strategic Direction to DMCC member companies and develop a primary focus in preventing work related accidents / incidents through a range of proactive measures of engagement and communication.
Setting and monitoring inspection plans for operational towers within the DMCC Free zone / Master Community.
Implement methods of HSE compliance of retail units within the DMCC Free zone / Master Community.
Build and maintain strategic partnerships with other Authorities for HSE improvements.
Engage the DMCC Free zone / Master Community through HSE campaigns and events.
Build and maintain relationships with industry professionals and institutes on behalf of DMCC.
Establish an annual DMCC award for HSE excellence internally or externally.
Build and maintain relationships with Owners Associations.
Create initiatives to enable DMCC to become a global leader for HSE.
Initiate strategic partnerships with industry bodies for HSE.
Represent DMCC at conferences, seminars and forums for HSE as the professional expert.
Work with CSR Director and other stakeholders to initiate global initiatives for DMCC.
To monitor and evaluate and review existing, new and up-and-coming HSE legislation and ensure DMCC has systems and practise in place to meet legal compliance.
Compile, monitor and update the DMCC legal register.
Liaise and assist with Internal and External council on all HSE legal matters as the company expert.
Participate in legal workshops on behalf of DMCC as the industry expert.

 

Qualifications

BSc Eng or Level 5 (or above) Occupational Health and Safety Diploma, NEBOSH (NGC), Lead Auditor, Leadership course such as IOSH Directing Safely.
15 years + HSE management experience with at least 10 years in the Middle East.
Senior HSE Management experience in Projects with a value of AED 1,000,000,000 (One Billion Dirhams) or over within a client/developer role.
Senior HSE Management experience in Infrastructure, Buildings and Master Communities.
Experience of leading multi-cultural, multi-disciplined teams including internal staff, contractors and consultants.
Experience of HSE budgetary management over AED 1,000,000
