
Victor Kwong
Victor Kwong is an experienced professional in OSH, sustainability, green buildings, and fire protection, with over 40 years of expertise in corporate sustainability, environmental management, energy efficiency, climate resilience and adaptation, and enterprise risk management.
He is the Founding President of the Hong Kong Federation of Occupational Safety and Health Associations and a past President of the Hong Kong Occupational Safety and Health Association. He also serves as a Board Member of Civic Exchange and holds multiple leadership roles, including Chairman of the Environment Committee at the Institute of ESG & Benchmark, Vice Chairman of the Sustainability Professionals Association, Director of the Conservancy Association, Executive Committee Member of Community Leap, and Advisory Panel Member of Practising Governance.
Before retiring, Mr. Kwong was General Manager of Corporate Sustainability at Towngas, where he led major programmes in carbon reduction, climate resilience, construction safety, safety performance improvement, and integrated risk management. He also has solid experience in delivering professional training, having conducted multiple courses on the application of Generative AI (GenAI) in OSH across various training institutions. Through his work with the Hong Kong Green Building Council, he has contributed to the development of the Climate Change Framework for the Built Environment Guidelines, supporting industry-wide approaches to climate adaptation and resilience.
Victor is currently Senior Consultant of the Hong Kong Green Building Council, where he contributes to the development of the Climate Change Framework for the Built Environment. His work supports industry-wide efforts in carbon reduction, climate adaptation and climate resilience, helping Hong Kong’s building sector progress towards carbon neutrality by 2050.
