Albino Belmonte Allado is a QHSS Inspector with the Roads and Transport Authority (RTA) in Dubai, with over 20 years of experience in occupational health, safety, and sustainability, including more than a decade of service within the Government of Dubai. He is a DOLE-accredited OSH Consultant, ISO 45001 Lead Auditor, and NEBOSH International Diploma holder, with advanced degrees in Public Administration and Safety Engineering.

As President of the Filipino International League of Safety Advocates (FILSA), he champions governance-based safety, integrating systems thinking into inspections, risk management, and training while advancing safety culture across industries and communities.

In 2025, Albino Belmonte Allado advanced safety and health practices through both regulatory work and advocacy. As a QHSS Inspector with RTA Dubai, he conducted inspections across driving schools and vehicle testing centres, strengthening compliance with safety, environmental, and life safety standards while promoting risk-based approaches.

He also contributed to improving inspection systems by developing dashboards and reinforcing clear reporting based on observations, hazards, risks, and actionable recommendations. He actively participated in accident investigations, supporting root cause analysis and the implementation of preventive measures. He delivered targeted trainings, including risk assessment workshops and solid waste management programmes, enhancing the competence of safety practitioners and workers.

In addition, he developed an enhanced safety framework, evolving MEEPS into MEEP-ST by integrating technology into safety analysis. Through his leadership in FILSA, he continued to promote governance-based safety, bridging practical field experience with structured learning to elevate safety awareness across industries and communities.

As a QHSS Inspector with RTA Dubai, he applied risk-based inspection approaches across driving schools and vehicle testing centres, ensuring that safety, environmental, and life safety requirements were clearly communicated and effectively implemented.

He enhanced inspection practices by standardising reporting through clear linkage of observations, hazards, risks, and actionable recommendations, enabling service providers to better understand and address safety gaps. He also provided on-site coaching and guidance to personnel, reinforcing correct practices and improving safety awareness.

In addition, he supported accident investigations by contributing to root cause analysis and recommending preventive measures. He promoted continuous improvement through the use of dashboards to monitor compliance trends and performance. These initiatives helped shift organisations from reactive compliance to a structured, data-driven, and preventive safety management approach.

It is grounded in integrity, competence, consistency, and a genuine commitment to protecting lives. Influence is measured by how safety is understood, applied, and sustained. In his daily work, he translates safety requirements into practical, risk-based actions that lead to visible improvements, reflecting a stronger safety culture beyond compliance.

Beyond the workplace, through FILSA and my advocacy, he conducts public trainings, provide free guidance, and encourage professionals to volunteer as trainers, creating a ripple effect that builds capacity across communities. His advocacy extends not only to Filipinos, but to all individuals exposed to hazards, regardless of nationality. He did not aim to be seen, he aimed to make safety seen, understood, and sustained.
