In 2024, Raghad Binislam was proud to contribute to several key Safety and Health milestones at the Zallal Project. Among the most significant achievements was reaching 5.4 million safe manhours without a Lost Time Injury (LTI) — a testament to their team's strong safety culture and proactive risk management.
The project also successfully recorded a Zero Total Recordable Incident Rate (TRIR), reflecting their consistent commitment to incident prevention and continuous monitoring of high-risk activities. Additionally, 1,488 safety training sessions were conducted on-site, covering a range of topics from PPE compliance to emergency response, helping to raise awareness and build a knowledgeable, safety-conscious workforce.
Her role involved coordinating daily safety walkthroughs, delivering toolbox talks, ensuring the effectiveness of trainings, and supporting cross-department alignment on HSE goals. These efforts not only strengthened operational safety but also fostered a collaborative and accountable environment that values the well-being of every individual on site.

In 2024, Raghad Binislam implemented the Tenant OHS Initiative to address critical safety gaps related to tenant fit-out contractors. The initiative was launched after identifying issues such as the absence of a clear safety procedure, lack of structured onboarding, and weak compliance with safety and legal standards. To bridge these gaps, she developed a comprehensive Tenant Fit-Out Safety Procedure aligned with Diriyah OHS and project-specific requirements. She also designed onboarding training slides that covered key topics including Diriyah OHS minimum requirements, Permit-to-Work system, PPE usage, emergency preparedness, risk mitigation, and incident reporting.
This initiative led to significant improvements: zero safety incidents were reported, and they saw a clear reduction in negative safety observations and behavioural non-compliance. It also strengthened contractor coordination, emergency response, and hazard reporting, while improving adherence to the Permit-to-Work system. Most importantly, it fostered a stronger safety culture and enhanced PPE compliance across the board. The success of this initiative reflects her commitment to proactive safety leadership, education, and continuous improvement.

Recognising a gap in PPE compliance and safety awareness, she developed a targeted programme that combined daily safety talks, visual reminders across the site, and open Q&A sessions to connect directly with workers. She also encouraged supervisors to share real-life stories of incidents, making the message more relatable and impactful.
This initiative significantly improved the team’s behaviour and mindset around safety. PPE compliance increased, incident reports decreased, and more importantly, workers began taking ownership of safety — reporting hazards, correcting unsafe practices, and supporting one another. What made the impact truly above and beyond is how the culture shifted: safety stopped being a checklist and became a value lived daily.
The programme's success led to its adoption in nearby sites, and she was asked to support other teams in replicating the model. For her, that ripple effect — turning a local initiative into a wider movement — is the true reward.
