About Mohammad Hafiiz


My name is Mohammad Hafiiz and am a practicing WSH Officer for more than 10 years in Singapore. I specialise in the construction of Singapore’s Mass Rapid Transit (MRT) as a main contractor that builds underground rail station and tunnels. I am currently employed in China Communications Construction Company (CCCC) Ltd and is actively involved as the WSH Manager in the construction of ‘Clementi Interchange Station and Associated Additions & Alterations Works for Cross Island Line’.


List the Safety and Health achievements/contributions you have achieved in 2023.


For individual accolade, I was awarded with a Certificate of Merit from WSH Council for the WSH Officer Awards in 2023. The project that I was involved in as the full-time WSH Manager also received various prestigious awards in the same year most notably the Safety & Health Award for Project (SHARP) from WSH Council.
The other awards received were from Land Transport Authority (LTA) for the Construction Safety Innovation Awards and Certificate of Excellence.


Outline the Workplace Safety and Health initiatives that have been implemented by you in your workplace in 2023.


I came up with the acronym ‘MOS’ for workers, which stands for ‘Machine, Ownself, and Surroundings’ when I constantly observed that workers had difficulty remembering safety protocols even when they knew their importance. I felt that ‘MOS’ was an acronym that workers of all nationalities would remember and understand easily. When workers understood and believe that checking their machine (any machinery or equipment), ownself (PPE, working postures, and behaviour), and surroundings (underground, above ground, and nearby hazards) can help them stay safe, the project’s safety culture gradually improved and resulted in positive outcomes and is the key for us to achieve record safe-manhours and multiple safety awards.
I also looked into the effectiveness of using mechanism to manage and sustain for the long term to overcome the manpower crunch faced in Singapore hence I improvised and introduced the Electric Material Mobility Device. This device minimises the need for manpower to transport material from one point to another and eliminate any risk of workers getting injured while transporting material manually. This device won us the Construction Safety Innovation Awards in 2023.


Describe and support in detail on how your influencing capability has assisted in the successful implementation of these initiatives.


Influencing capability extends beyond enforcing rules. It involves inspiring and empowering others to prioritise safety at all levels of the organisation. It is essential that individual roles and responsibility are clearly communicated and every person within the organisation should feel responsible for safety. I am humbled to be able to influence people within the organisation by recognising that safety is influenced by mainly 3 elements; they are people, processes, and the work environment. The acronym ‘MOS’ covers all the elements described hence this vastly assisted in its successful implementation.


Describe and provide support on how your initiative impacted the Safety and Health management and performance of your workplace/community/industry that was above and beyond.


The purpose of introducing this MOS methodology is to achieve the following objectives:
  1. To improve the project’s safety culture.
  2. To create a sense of safety and health responsibility.
  3. To achieve zero accident.
The project achieved all the above set objectives which is evident that such initiative is one of the driving factors that impacted safety and health management and the performance of the project. Effectively upgrading the safety culture does not happen overnight and change occurs when leaders step forward. I go above and beyond by training many young engineers, workers, and WSH personnel, moulding them to have a positive effect on their colleagues and eventually the safety standards of the project as well as the industry. These individuals bring energy, enthusiasm, and excellence to the project’s WSH standards and have embraced zero as the only acceptable number when it comes to injuries and death.

I stand firm with my ‘People First’ philosophy which will drive actions demonstrating that people have always been my top priority. I influence people to believe and support such initiatives through driving the 5 E’s religiously:
Enablement: I am equipping people with education, processes, resources, and autonomy needed to do their jobs. I always try to make it easy for people to reach me and get answers to any problems they may have.
Engagement: I engage with people in all parts of my business. Always asking the team and various departments or vendors for their opinions and tap into their networks. I genuinely value, appreciate, and seek employee output.
Explanation: I always want to make people feel worthy and important. I will take time to explain changes, policies, decision, and work demands. I understand that accelerating change requires understanding people’s emotional responses to it.
Entelechy: I look for ways to unleash hidden potential. I have always supported personal and professional development and I challenge people to step outside their comfort zone in pursuit of their passion and potential.
Empathy: I care enough to emphasise with others. I listen and care. I see people as people, imperfect and just trying to do their best with what they have got. I seek to understand their different situations.
I believe that the 5 E’s are attributes required of a Safety Influencer.
