Our institute has extensive experience in the research and development of emergency disposal technology and equipment for shipborne hazardous and noxious substances (HNS) spills, and has strong research capabilities in the field of emergency response technology for HNS spills during water transportation. Our research achievements have been recognised with 21 Ministerial and Provincial-Level Scientific and Technological Progress Awards, including one first prize and ten second prizes. Notably, we have undertaken the ""Key Technologies and Equipment Research for Emergency Response to Shipborne Hazardous and Noxious Substances Spill Accidents"" project, part of the ""China's strength in transportation"" pilot task. This project conducted systematic research on the emergency response mechanism, risk assessment and emergency capability evaluation system, emergency disposal technology and equipment for maritime HNS spill accidents. We have developed numerous research outcomes, including drafts of HNS prevention systems, personnel protection measures, pollutant detection, emergency disposal plan database for HNS spills, emergency response equipment designs, and post-spill environmental maintenance measures. These achievements have provided us with a comprehensive understanding of the complete set of technologies for emergency disposal to maritime HNS spill accidents. The main research work and achievements are as follows:
- Developed one set of surface containment and recovery equipment for HNS spill accidents, with four authorized patents. Conducted corrosion experiments on typical types of HNS in water and developed new special anti-corrosion rubber materials.
- Established emergency disposal technology procedures, formulated the ""China's Catalog of High-Risk Categories for Shipborne Hazardous and Noxious Substance Accident Emergency Response"" and the ""Alternative Catalog of Key Technology Equipment and Materials for Emergency disposal to Shipborne Hazardous and Noxious Substances,"" and initially build a database framework for disposal plans. Completed two internal documents for the Ministry of Transport (MOT) of the People's Republic of China, ""Emergency Response Procedures for Maritime Hazardous and Noxious Substances Emergencies of the Ministry of Transport"" and ""Emergency Response Information Form and Disposal Guidelines for Typical Bulk Liquid Chemical Spill Accidents"", which have been officially issued internally. Completed the ""Emergency Disposal Technology Manual for Shipborne Bulk Liquid Hazardous and Noxious Substances Accidents"" and the ""Port Hazardous Cargo Emergency Disposal Capability Planning and Emergency Disposal Guidelines"".
- Completed articles for policy recommendations such as ""Thoughts and Suggestions on Building the Emergency Response Capacity for Shipborne Bulk Liquid Chemical Accidents"" and ""Strengthening China's Emergency Response Capabilities for Shipborne Hazardous and Noxious Substances Accidents - Lessons from the 'Sanchi' Collision and Explosion Accident."" Published the monograph ""Emergency Technology for Shipborne Bulk Liquid Chemical Accidents"" and participated in the compilation of the core maritime textbook ""Ship Pollution Emergency Management"".
- Participated in emergency response and investigation efforts for major waterborne hazardous materials ship accidents, such as the ""4.27"" collision of the ""Yihai"" ship with the ""Symphony"" ship in Qingdao and the ""8.20"" collision of the ""Longqing 1"" ship with the ""Ninggaopeng 688"" ship in Shanghai, applying practical experience throughout.
- Led the research projects ""Research on the Hazard Classification Index System and Emergency Capacity Assessment System for Shipborne Hazardous and Noxious Substances Accident Accidents"", ""Research on Emergency Disposal Technology for Shipborne Bulk Liquid Hazardous and Noxious Substances Accidents"", and ""Key Technologies and Applications for Emergency Disposal to Maritime Bulk Liquid Chemical Spill Accidents"", which received the China Navigation Society Science and Technology Progress Award. These research projects and achievements have laid a solid foundation for research in this field.
